Remove STM32F4 HAL as it is not used in the project. The copy in Inav had not been maintained and fallen far behind the HAL missing many bugfixes. If a feature needs the STM32F4 HAL in the future, they can pull in a recent copy. All features in Inav use the older StdPeriph library.
