Adds Loiter as a flight mode, allowing control of the LEDs when this mode is activated.

If you like the LEDs, you might also be interested in testing the new page layout, which should be more intuitive, especially for new users.
I figured that since wiring mode needs to be done first, it doesn't make sense to put it at the bottom. I arranged the steps in order.

You may also be interested in testing this PR, which makes the LED strip configuration save much faster. No need to wait for 128 messages if you only have 8 LEDs.
