Added Slovenian localization file

Just to note, the Slovenian translation doesn't show up in the list of available languages:

I had to forcefully enable it via the generated configuration file SmartSystemMenu.xml by changing the value near the end:

<language name="sl" />

Checking, if maybe the formatter caused all of this, since it uses 4 spaces for XML

Edit:

It doesn't appear that this is formatting issue, because no matter how the XML and specifically that translated section is formatted, it still won't show up in the list. I even tried changing the element itself from <sl></sl> to <si></si> , even though this is not usually the correct ISO code for this language, but it still does not change anything.
