What's the overhead of Rust's addition as a bootstrap dependency? |

I don't think it's that much, because it's only for the final bootstrap phase (if also, rust will be in the bootstrap path anyways at some point with git and the kernel gaining rust code |

based on #41617. This approach differs by adding
sccachetobase-chroot, which would mean rust is now required to bootstrap.still working on testing
SCCACHE_BASEDIRS, and we needsccacheto release the new version that supports it.Testing the changes
