Add Projects.get_by_path() for hierarchy-aware project lookup

Summary

• Adds Projects.get_by_path(path), resolving a slash-separated path like "Marketing/Q1 Reports" to a ProjectItem (or None if not found)
• The walk is performed level by level using the REST API name filter, issuing one request per path component; at the root level results are post-filtered in Python for parent_id is None because the REST API does not support a null-equality filter for parentProjectId
• Full NumPy-style docstring documents the n-request behaviour, ambiguous-name tie-break, and ValueError contract for empty paths
• 10 unit tests covering: top-level, leading/trailing slashes, two- and three-level walks, not-found at root and child, ambiguous root names, duplicate siblings, and names with spaces

Schema compliance

parentProjectId is a valid resourceIdType attribute on projectType in the Tableau REST API XSD (confirmed in ts-api_3_29.xsd). RequestOptions.Field.ParentProjectId = "parentProjectId" matches the schema exactly. The Projects endpoint's existing filter() docstring lists parent_project_id as a supported server-side filter.
