v7 of upload-artifact now supports uploading single file (unzipped) artifacts - the Github UI appears to have changed to reflect this and is now treating the `pulp-repo-versions.yml` artifact as a yaml file even though it's actually a zip file bumping the action to v7 and just uploading the yaml file seems like the best option here

pulp-repo-versions.ymlartifact as a yaml file even though it's actually a zip file (see this run with current v this run with the newer version) - nothing major but means it needs renaming before unzipping which is annoyingThis bumps the upload-artifact action to v7 and uploads the artifact as a single yaml file, which seems like the best option here. Alternative is to fix artifact name as
pulp-repo-versions.yml.zipmaybe.
