This pull request introduces support for Rocky 10 IPA images (amd64 and aarch64) by adding versioning tags and selection logic. It also updates existing IPA image versions for Rocky 9 and Ubuntu Noble, bumps the kayobe requirement to version 18.3.0.17, and simplifies the CI builder configuration for IPA builds. I have no feedback to provide.

Rocky 10 IPA images (amd64 and aarch64) can now be built. This change also sets overrides to allow Rocky 9 IPA images to be built (rather than CentOS Stream 9 images which is what upstream Kayobe built previously).
