Rewrites the SCIP Gradle plugin from Scala to Java, preserving the runtime contract (plugin FQN, task names, extra properties,
dependencies.txtformat). Dropssbt-buildinfo/scala-library from the assembled jar;versionnow comes from a generatedscip-gradle.properties.Verified:
gradlePlugin/{compile,assembly}, google-java-format, and all 15GradleBuildToolTestend-to-end tests pass.
