DO NOT MERGE UNTIL 26.1 + revert playbook

This pull request single sources Cloud Topics for Redpanda Cloud:

• Added a new topics-index.adoc page to serve as an index for topic-related documentation, providing an overview of creating and managing topics in Redpanda Cloud.
• Updated the navigation in nav.adoc to group topic-related pages under the new "Topics" section, including "Create a Topic", "Manage Topics", and the newly added "Manage Cloud Topics" page.
• Added a new cloud-topics.adoc page to explain Cloud Topics and their benefits, and included single-sourced content from the develop module.

Antora playbook update:

• Modified the local-antora-playbook.yml to pull documentation from the new DOC-1602 branch in addition to the existing branches.

@micheleRP I think this page should be "Topics Overview", as there is not guidance here on how to create a topic. This page is conceptual in nature, and it duplicates the heading in the actual Create Topics topic (not a bit confusing, eh? 😆)
