This PR adds a new theme Cyberpunk, a dark neon theme for phpMyAdmin with a focus on high contrast and improved readability.

The theme is based on the default pmahomme theme and follows existing theme structure and conventions used in the repository.

Thanks for pointing this out. I realized that I accidentally made the changes directly in theme.css instead of updating the SCSS files.

This is the first time I'm making a theme. I’ll correct this by moving everything to the proper SCSS files and push an updated commit shortly.

I apologise for this mistake.
