Fixes the flaky and failing tests in CI. Some were timing issues on slow runners, some were real environment problems like playwright chromium not having the h264 codec for the video test and windows checkouts converting the koi8r encoding fixture to crlf. Also stops the typescript lsp suite from leaving dirty files open which was cascading failures into other suites.
