Summary

Bumps all Kubernetes dependencies from v0.35.0 to v0.36.2, Go from 1.25.0 to 1.26.0, and controller-runtime from v0.23.1 to v0.24.1.

• k8s.io/ deps*: v0.35.0 → v0.36.2 (all lock-stepped packages)
• Go version: 1.25.0 → 1.26.0 (go.mod, Dockerfile, .ci-operator.yaml)
• controller-runtime: v0.23.1 → v0.24.1
• openshift/{api,client-go,library-go}: updated to latest
• gogo/protobuf: removed (dropped in k8s 1.36)
• gomega: v1.38.2 → v1.39.0

Verified locally using Go 1.26.0 (containerized):

• go build ./... — PASS
• go vet ./... — PASS
• golangci-lint run — PASS
• go test ./pkg/cloudprivateipconfig ./pkg/cloudprovider ./pkg/controller/cloudprivateipconfig -count=1 — PASS

Notes

• No source code changes were required — the dependency bump compiled cleanly
• Pre-existing sets.NewString deprecation usage exists (8 occurrences) but is unrelated to this rebase
• .snyk uses per-file exclusions (tracked under SDN-4462); new vendor files may trigger Snyk findings
