Solves the encryption of PHI in faxes.

hi @juggernautsei ,
Can you make another PR with just the encrypt/decrypt stuff.
Also need to ensure deal with the vulnerability I pointed out in the prior PR (#9874 (comment)).
Both of these need to be dealt with prior to release (plan to freeze code for release in next several days) since are security related issues.
