fix: include user email in inactive-user login error response

Summary

• Restores the missing user email in the inactive-account login error message on /login
• When auth fails with inactive-user, explicitly set the response email field from the authenticated user record

Context

Fixes #37406. After Redwood, inactive users saw "We just sent an activation link to ." with no email address. Olive and earlier releases included the email.

Test plan

• Register a user without confirming email, log out, and attempt login again
• Verify the inactive-user message includes the user's email address
