docs: add {@link} and @see tags to JSDoc comments

Convert plain-text RFC references to clickable `{@link url | text}`
syntax pointing to actual specification documents (RFC 9728, 8414, 8707,
7591, 7523, 6749, OpenID Connect Discovery, SEP-986).
Add `@see` cross-references between related types and implementations:
`TaskMessageQueue` / `TaskStore` to their in-memory implementations,
`AjvJsonSchemaValidator` / `CfWorkerJsonSchemaValidator` to each other,
and `completable()` to `McpServer.registerPrompt`.
