AGP 9.x is a major tooling upgrade that can break CI/local builds (Gradle/JDK compatibility, plugin APIs) even though product code is unchanged.

Overview
Bumps the Android Gradle Plugin (AGP) used on the root buildscript classpath by updating ext.gradle_version from 8.1.4 to 9.2.1, so com.android.tools.build:gradle resolves to the newer plugin everywhere that variable is referenced (e.g. root build.gradle, kit-plugin, tooling/custom-lint-rules).

This is a build-only dependency change; no application or SDK runtime code is modified in this diff.
