Addresses points 1 and 2 of #1653. Point 1 is addressed by allowing 3 tries; point 2 is addressed by failing early if the user didn't type the same new TPM DUK passphrase in twice.
Also fixes two spelling errors and adds TODO flag to description that will need to be changed in accordance with changes from #1541.
