The Preview spec was missing the Fin Agent API orchestration endpoints that
let you drive Fin from your own agent. Adding them keeps the spec in sync so
the generated SDKs, Postman collections, and reference docs include them.

Adds the orchestration operations (capabilities, ask, reply, run procedure,
escalate) to the Preview spec under the existing Fin Agent tag, and refreshes
the tag description. The legacy conversational start operation is retained.
