This CL removes the infrastructure which validates and uses the listing_meta.json file. The listing_meta.json file itself will be removed in a followup CL. Issue: gpuweb#4592

Hm, it seems we use the case count for reporting on CI. So I may need to try to put that bit back. |

LGTM! We could probably also remove the code that sends test times to a websocket, but that's not really bothering anyone so it's probably good to leave.
