📜 Description

Upgrades the build-time TypeScript version from 4.9.5 to 5.9.3 (latest stable).

Changes to fix TS 5.x stricter type checking:

wrapper.ts: Added ?? undefined to convert null from TurboModuleRegistry.get() to match Spec | undefined return type
wrapper.ts: Replaced as string[] / as RegExp casts with explicit type predicate callbacks in .filter(), which TS 5.5+ understands natively
nativelinkederrors.ts / touchevents.tsx: Added eslint-disable for type assertions where tsc and @typescript-eslint disagree on necessity

Cleanup: Removed 7 stale security resolutions whose parent packages are no longer in the dependency tree (@eslint/eslintrc@2.1.4, express@4.19.2, @humanwhocodes/config-array@0.11.14 and @0.13.0, glob@10.4.1, @appium/support@6.1.1).

Not a breaking change — TypeScript is a build-time devDependency. The emitted .d.ts types are downleveled to TS 3.8 via downlevel-dts, so SDK users are not affected and can continue using any TypeScript version >= 3.8.

💡 Motivation and Context

Align with ecosystem — sentry-javascript uses TS ~5.8, React Native 0.80 ships with TS 5.0.4, Expo 55 uses TS ~5.9
TS 4.9 is unmaintained — released Nov 2022, no longer receives patches
Enable type-aware oxlint linting — prerequisite for enabling --type-aware in a follow-up

yarn test passes (186 tests)
yarn lint:lerna passes (0 errors)
yarn circularDepCheck passes
