test(langchain): Consolidate available tools assertion

[alexander-alderman-webb]

Description

Check available tools attribute in test_langchain_agent to avoid duplicating test boilerplate.

Only keep assertions from the isinstance(tools_data, str) branch since available tools are always stringified.
