[codex] Add evidence pack and mark v0.2 packaging live

Summary

• Add the v0.2 evidence pack workflow and documentation for reproducible local/public FASTA runs.
• Add the long-term FastaGuard vision plan and durable project memory for the evidence-first roadmap.
• Update packaging, release, adoption, and workflow starter docs now that Bioconda v0.2.0 and the BioContainers image are live.
• Pin the Snakemake example to fastaguard=0.2.0 and add the nf-core starter container quay.io/biocontainers/fastaguard:0.2.0--hfa8f182_0.
