docs: Update persistent user home to reflect enabled-by-default#3071

The persistent user home feature is now enabled by default in the CheCluster CR (eclipse-che/che-operator#2119). Update the concept article to reflect this change, add a disable command, expand the PVC acronym, and improve scannability and grammar. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
