Creates a docker-compose.yml in ci script in order to store the built images in a docker-compose.yml file on a versioned s3. This will be then consumed by infra-worker ec2, in order to pull the build images. This feature is intended as a failsafe in case a new runtime container is built and the docker_pull script in infra-worker hasn't been updated.
