Extract changelog domain knowledge from .opencode/command/changelog.md into .agents/skills/changelog/SKILL.md. The command becomes a thin wrapper that loads the skill via the @docs agent.

Users can still just run /changelog as if nothing changed, but now agents have the ability to load the changelog skill in normal operation when changelog-related tasks are carried out.

The "Reference examples" section now explicitly lists four high-quality changelog folders (Workers, KV, Hyperdrive, Containers) as reference material, and the fallback instruction points to those folders instead of only Workers. This gives the agent concrete, curated examples to learn from regardless of which product the new changelog targets.
