Updates the module graph inside the
cli/directory to pull in recent stability fixes and align with our latest development state:Changes Included

cli/go.modand cleanly regenerated the localcli/vendor/tree.Verification Done
Ran go mod tidy and go mod vendor to cleanly regenerate the vendor tree.
Verified that all refactored semver imports compile correctly and pass static analysis.
