This PR changes completion installation to follow user-level best practices.
It no longer installs to system directories, and installs only to the user completion directory.
The installation directory is resolved in this order:
$BASH_COMPLETION_USER_DIR/completions(first non-empty entry if it is colon-separated)$XDG_DATA_HOME/bash-completion/completions(whenXDG_DATA_HOMEis set)~/.local/share/bash-completion/completions(default fallback)
