fix failure in opentelemetry-gcp-auth-extension jar

Fixes: #38899
Nightly Snapshot was failing on :sdks:java:extensions:opentelemetry-gcp-auth-extension:jar and this started after #38773 added the OpenTelemetry GCP auth extension so it added the service registration two times:

• @autoservice (Beam’s normal way)
• a manual META-INF/services/... file copied from OpenTelemetry contrib

Gradle then saw the same SPI file twice and failed the jar build.

so the current PR removes the manual META-INF/services file and keep only @autoservice, same as other Beam Java modules.
