🧹 Refactor: Symlink .windsurfrules to .cursorrules#33

Replaced the `.windsurfrules` file with a symlink to `.cursorrules` to consolidate identical AI configuration rules. This prevents the files from falling out of sync and improves the maintainability of the codebase governance rules. 🎯 What: Replaced
.windsurfruleswith a symlink pointing to.cursorrules. Created an execution plan inFCVW/Plans/and moved it through the framework lifecycle (pending -> in_progress -> completed). Recorded a changelog fragment and session summary.💡 Why: Both files contain identical framework governance rules. They were consolidated using a symlink to prevent them from falling out of sync.

.windsurfrulesis a symlink vials -la.catanddiff.✨ Result: Rule duplication is removed and consistency across editor configurations is maintained. Code health improved without changing behavior.
