🧹 Refactor: Symlink .windsurfrules to .cursorrules

🎯 What: Replaced .windsurfrules with a symlink pointing to .cursorrules. Created an execution plan in FCVW/Plans/ and moved it through the framework lifecycle (pending -> in_progress -> completed). Recorded a changelog fragment and session summary.

💡 Why: Both files contain identical framework governance rules. They were consolidated using a symlink to prevent them from falling out of sync.

✅ Verification:

• Validated .windsurfrules is a symlink via ls -la.
• Verified content matches via cat and diff.
• Ensure FCVW governance documents were properly generated and updated.
• Ran manual tests as no automated tests exist for symlink creation.

✨ Result: Rule duplication is removed and consistency across editor configurations is maintained. Code health improved without changing behavior.
