LGTM. Are we keeping the download functionality? I ask because we remove the tests here, but not the functionality. Or do we remove that later?

The tests were broken, so I removed them. But since the download functionality is completely broken anyway I'll just remove those functions as well. |

Closes #128 and drops Python 3.9.
Also removes download functionality because they are broken (SSL issues).
