Fixes #406

Appends a dated status section to docs/trace-case-study.md so the document the TRACE team reads reflects the shipped state: bundle TROs certified directly from HF release manifests (#401), populace build TROs (PolicyEngine/populace#16, TRO published on the Hub for populace-us-2024-9f1260b-20260611), Simulation run records (#403), trace-tro-verify (#403), and Zenodo mirroring (#405). The still-open items (webapp/API emission, signing model, per-household frame, durable addressing) are restated unchanged.

shipped TRO tooling. The update records what is live (bundle TROs from
release manifests, populace build TROs, run records, trace-tro-verify,
Zenodo mirroring) and what remains open (webapp/API emission, signing,
