[codex] Add NC FY2025 SNAP phone allowance

What changed

• add the missing North Carolina 2024-10-01: 41 SNAP phone allowance parameter
• add a 2025-01 baseline regression for the NC telephone utility allowance

Why

AutoRAC exposed a mismatch between the official North Carolina FNS 360 manual and local PolicyEngine US data for the FY2025 telephone utility allowance. The NC manual carries $41 for the October 1, 2024 schedule year, but the local parameter tree skipped that row and uprated from the older 2023 value instead.

Impact

This brings NC SNAP telephone utility allowance calculations for 2025-01 into line with the official state manual and gives the repo a direct regression covering that current-effective period.
