[WIP] 88 introduce mise mise en place for tools versions management

Changes

• Introduce mise.toml to define all tools versions in a centralized place
• Document mise in README.md that way contributors are aware of it and can benefit of mise out of the box and craft on the code faster
• Update github workflows so that they also use mise.toml and mise (dry principle)

Misc change

• Yarn.lock has been updated due to new version of yarn being defined in mise. (I didn't want to invest too much effort retrieving the exact version we hard earlier, I just picked up the last yarn version)
