Pharmacy group interface

This explores a new interface for pharmacy companies (aka chains or multiples) to allow them to manage their pharmacies and users, alongside generating reports.

The interface includes 4 potential sections:

• Home - a dashboard summary of all pharmacies in the chain
• Pharmacies - a list of pharmacies and the ability to view, add and deactivate them
• Manage users - a list of all users across the chain, and the ability to view, add and deactivate them
• Reports - a way to generate downloadable spreadsheets of vaccinations across pharmacies in the chain

The interface allows users to be assigned to pharmacies in 2 ways:

1. Find the pharmacy in the 'Pharmacies' list, select it, click 'Add user' and select an existing user or add a new one
2. Find a user in the 'Manage users' list, select them, click 'Add to another pharmacy' and then select the pharmacy

Forgot to to say on Friday, I added a file for a welcome email to group admins. It's /pharmacies/users/welcome-email-group-admin.html (kinda similar to the welcome email we've done for users of the regional interface). It's not linked up from the check file.

Not yet! Working on that now.

@caitlinroach-nhs @Anna-Sutton I’ve got the remaining flows working now:

• add user to a pharmacy
• deactivate user
• deactivate pharmacy

Thoughts welcome! There’s currently no 'reactivate pharmacy' feature, which the region interface has, but there could be a need for that too.
