<fix>[management-network]: ZSTAC-86567 complete target-aware MN endpoints

Summary

Complete the remaining target-aware management endpoint handling for dual-stack management networks. Salt is intentionally excluded because the project is deprecated.

• Select the management node endpoint matching the agent target address family
• Build the agent command URL from the selected endpoint
• Install the REST service IPv6 firewall rule when IPv6 management is enabled
• Add focused command URL coverage
