Code Review
This pull request attempts to upgrade the base Docker image from Ubuntu 24.04 to Ubuntu 26.04. However, feedback indicates that Ubuntu 26.04 is not yet a stable release, and upgrading will cause build failures because third-party repositories do not yet support it. It is recommended to revert this change and stick to the stable Ubuntu 24.04 LTS version.

Upgrading to Ubuntu 26.04 is premature as it is not yet a stable release (scheduled for April 2026). Attempting to build this Dockerfile with Ubuntu 26.04 will fail because third-party repositories (such as Docker, Bazel, and Google Chrome) do not yet have package distributions or stable releases for this version. Please revert this change and stick to the current LTS version (Ubuntu 24.04).
