Update release candidate and changelog to rc4,
Added the following to the release branch v2.15.x:

4d73190 Fix dask progress logging (#3154)
0a9c301 Ensure that input arrays to scipy.interpolate.interp1d functions are C-contiguous (#3151)
35bb400 Drop valid_range correction from AIRS-2-0 fix (#3153)
0ac0cdf Add CORDEX domain target grids for regridding (#3096)
90d1fa9 Fix CORDEX ALADIN53 tas coordinates (#3110)
