What does this PR do? What is the motivation?
Fixes DOCS-14180
Adds documentation for the Fleet Automation flow that allows users with an existing Datadog Agent to enable SSI, without having to reinstall the Agent. Both the Linux and Windows SSI pages previously only covered the new Agent installation path.
