Add Workflows MCP toolset to the documentation

What does this PR do? What is the motivation?

Adds the workflows toolset to the MCP Server documentation page. The Workflows team has implemented an MCP toolset that exposes 5 tools for interacting with Datadog Workflow Automation. This PR documents those tools alongside the existing toolsets.

Changes:

• Added workflows entry to the Toolsets list
• Documented 5 tools: list_datadog_workflows, get_datadog_workflow, execute_datadog_workflow, get_datadog_workflow_instance,
  update_datadog_workflow_with_agent_trigger
• Added reference link to /actions/workflows/
