[WebPubSub] Fix TSP migration deviations for Python SDK

Description

Fix #42131. Incorporate the TypeSpec fix introduced in Azure/azure-rest-api-specs#42144. Add additional tests to thoroughly cover existing APIs and their parameters, verifying that no breaking changes have occurred.
