Adds a repository-root MCP configuration file intended for GitHub Copilot CLI usage, aligning with the newer config location/schema expectations for MCP server discovery in this repo.

Add mcp configuration for copilot-cli. Copilot-cli no longer uses mcp.json in .vscode/ path and mcp server configuration entity name is also different for copilot-cli.
