What kind of runtime should I be looking at for 700 frames?

So I've been bashing my head in trying to figure out a faster method of upscaling old 90's cartoons.

honestly, capcut's enhance feature works beyond perfect for what i need when it works, but lately it's been stalling at 90%. I've been trying to figure out the why, and as far as i can tell, it's failed connections. Sometimes it's fine over night.

I found video2k and have been trying to get that to work. I get under 1FPS in running that.

I managed to get the exe running, and before going further, it looks like i'm again getting between 1-3 frames upscaled per second.

I'm on a ti3070, i've 100% verified that i'm using GPU for this. I don't understand what could be going on.

I should be getting more than 1fps running from the exe yeah?

any ideas welcome, or tell me this is expected.
