Create Playwright test harness (#14)

* added playwright tests and github actions

* changed github action file

* changed playwright config file because local host can't connect on github actions

* removed commented test code

* added a readme for tests

* changed format of test readme file

* updated with recommendations from Fran

* updated github action to run on all branches
