Pallet/Config: create config pallet

User Story

As user I want to externalise configurable values consumed by pallets so I can do changes on them.

Acceptance Criteria

1. store global configs
2. configs are used in other pallets
3. configs should be votable in a later step
4. configs are detached from runtime

Additional Information

• example for a config: GameDAO treasury fee (currently 0.3% --> should be 2.5%)
