Organization-wide workflows

I want to run organization-wide agent jobs from here.

Please modify react-on-comment workflow here to no longer react on comments on this issue.

Create a new similar workflow that will only react on comments in this issue from now on. First it will check whether the job is eligible with a trigger phase. Then it will use GitHub API to list all public repositories in this organization.

Then it will run in parallel on all the mentioned repositories and let Claude Code to implement the request and send a PR.

This change should also be proposed as PR here.
