Brief description of your issue
Multiple versions of Microsoft.SQLServer.OLEDBDriver can live side by side.
So 19.4.1.0 is not necessarily an eligible upgrade for 18.7.4.0, but will show as such, even after you "upgrade" to 19.4.1.0 through winget.

winget upgrade
and/or
winget upgrade Microsoft.SQLServer.OLEDBDriver
Expected behavior
Microsoft.SQLServer.OLEDBDriver not to be listed before and certainly not after winget upgrade Microsoft.SQLServer.OLEDBDriver
Actual behavior
Microsoft.SQLServer.OLEDBDriver upgrade 18.7.4.0 to 19.4.1.0 is still offered after the upgrade.
