[Bug]: Goose Standard Recipes are missing input params

Bug Description

Speckit initialized goose recipes are missing input params.

Steps to Reproduce

1. Initialize speckit
2. goose run --recipe .goose/recipes/speckit.consititution.yaml

Expected Behavior

Proceeds and writes the .specify/memory/constitution.md file.

Actual Behavior

C:\workspace\github\user\automater>goose recipe validate .goose/recipes/speckit.constitution.yaml
Error: ✗ recipe file is invalid: Missing definitions for parameters in the recipe file: args.
