Configuration files are not being read by my local custom extension or even community extenstion

I have added speckit-jira extension and created a new file inside /extensions/jira/jira-config.yml

I have updated the parameters like:

mcp_server: "cust_atlassian"
Project:
    Key: "test"

When I tried to run speckit.jira.discover-fields, my vscode copilot chat says:
Flow could not be completed in this chat runtime as not mcp tool is exposed.

I can see my mcp server is running but no tools are configured for the agent.
When i change my chat to agent mode all tools become available.

Is there any settings that I need to enable as nothing is mentioned in readme for the same

It is best to reach out to the Jira extension contributors directly at their GitHub repository. Not sure if they are actively folowing this discussion forum
