Display premium request overage usage when personal allowance is exhausted

Describe the feature or problem you'd like to solve

When a user exceeds their included monthly premium requests, extra requests are billed to the organization. The TUI currently shows "0% remaining" but doesn't display how many extra requests the user has consumed.

Proposed solution

Current behavior

• Status shows "0% remaining" when personal allowance is exhausted
• No indication of overage consumption
• User has no visibility into billable overage requests they're generating

Proposed behavior

Show overage usage when allowance is exhausted, e.g.:

• 0% remaining • 42 over (127%)

Use case

• Users should understand when they're generating billable overage costs
• Helps with personal accountability and budget awareness
• Organizations may set spending caps; users should see consumption against those limits
• Avoids surprise when overage costs appear on billing

its a pain to open github.com everytime I need to check usage. This would be much appreciated!!
Although I have seen the cli show the correct negative percentage sometimes, usually during the start of sessions. But eventually falls back to 0%.
