Update cem-evcem per-phase measurment reporting #199
Description
Replace array of phases with a map[ElectricalConnectionPhaseNameType]float64 as explained in parent issue.
We may also want to update the functions accepting/returning LoadLimits, but as these use LoadLimitsPhase values which contain the phase as an element this is less important.
